The Fourth Environmental Impact Dialogue HeldApril 3, 2006

On March 31 2006, the Fourth Environmental Impact Dialogue on IPS Project was held on the Company's site, attended by over 50 representatives from BYC, nearby communities and local government.

Dr. Blumenberg, President of the Company, reported to the attendees the current operation status and environmental protection work, saying that economic considerations would never take priority over safety, health and environmental protection. Then he pointed out that a lot of traffic of society ran through the Company's production area over a long time, posing potential dangers to the chemical plants and themselves. In order to be in line with the international safety standards for petrochemical site and protect the safety of the communities, he proposed that the roads of the production area would be closed to social traffic and would like to have the opinions of the communities and government. The representatives of the communities and local government spoke highly of the dialogue, saying misunderstandings and potential conflicts could be avoided through effective communication on the dialogue. They expressed their understandings to the road closure plan, and hoped that the Company would also give considerations to the convenience of the community residents when making detailed closure plan.

After the meeting, the representatives of communities and government were invited to visit the MA (Methyl Amines) Plant, which aroused deep environmental concerns of the residents before construction. After their visit, the concerns vanished and the belief in the Company's strong environmental protection capability was consolidated in the minds of the residents and government.
