May 12th 2004 is a memorable day. On this day, the re-ignition of startup boiler 1, the 1st production plant of the company, has been succeeded. It's entire commissioning procedure was finished. Startup boiler(SUB) is ready for supplying steam to OSBL.

As the owner, engineers and operators from the Basic Chemicals Division began to enter into the construction site to know well about the site process from April 1st. They carried on blowing, cleaning of utility pipeline and solo test run together with the builder. On April 16th, the plant was handed over and the whole pre-commissioning work was completed also.

April 19th is also a memorable day. On this day, the HP NG from Petro-China having been let down and introduced into the SUB site successfully. In the same time, it is successful to carry out the ignition test of three burners.

On April 21st, the SUB burner was formally ignited. The boiling out, passivation of the boiler and internal steam pipeline blowing of SUB 1 were to be started on this day. The whole pre-commissioning work has been completed on May 11th. So from May 12th, SUB is ready for supplying steam to OSBL. The pre-commissioning work of SUB 2 will be started from May 14th.

During pre-commissioning of the SUB, personnel of the Basic Chemicals Division kept working enthusiasm all the time. They overcome all kinds of inconveniences and difficulties in the preliminary stage of commissioning. After their efforts, the commissioning work run smoothly. Their working spirit is laudable.

Because the SUB project was completed in advance and operators of the Basic Chemicals Division wasn't confirmed until the first ten days of March, the operators should get the boiler operation permit, and pressure vessels operation permit by government department, and should also pass through the professional training provided by the boiler supplier and training for the getting of the operation certificate and DCS operation skill training and various safety training initiated by safety department in a very limited time of one month. All of the operators' efforts including getting the certificates and mastering all kinds of operation skills provided guarantees for the success of boiler commissioning.

As for the first commissioning plant of the company, its commission was succeeded. It is worthwhile to sum up many problems and experience during the plant pre-commissioning and commissioning in order to make the main plant commissioning more smoothly.

As the owner, we should still enter into the project construction and begin PSSR work as soon as possible. The PSSR work of SUB was started in January. They did the punch list work once a week after March, and informed Integrated Management Team and construction team about the inspecting result to do some modification to create safe conditions for SUB commissioning.
